It took a while but I did find the answer. You indicated that your example has attractive green felt on its underside. That was an improvement added to all new Improved Hummer Hole Punches in 1934.
Wilson Jones bought out the Delmar interest in the Improved Hummer line in the mid to late 1920's. Your Improved Hummer still has the older paper table which would place its manufacture to late 1920's...

Try "Noiseless". The Noiseless didn't do well on the market for some reason.
