This is a tapered Stevens and Williams decanter, circa 1900. It has spiral ribs running upwards with notches cut in them. The stopper is flattened and twisted in to a spiral with notches cut into the edge.
Bought in Burmondsey Market on an early Friday morning about 16 years ago for £15. A bargain.
