Not a painting, some sort of mass produced print. Only decorative.
Someone else said print too, but are prints painted? It’s definitely textured as if it’s paint.
That texturing is on the paper the print was done on, to simulate oil painting. It is a print.
The original hangs in Metropolitan Museum of Art in New York City and is by the French artist Hubert Robert. The title of this painting is The Bathing Pool.
