Picture in family for years. What medium is it? Looks like a water color or pastel?? Grandfather got it while Captain on military boat off of Montauk Pt. Long Island NY during World War II. Trying to identify building during that time and also artist. Artist was on the ship at the time. Do not see a name. Do not know if I should remove backing to look further.
