      They look like cobbler pliers? But since they appear stainless, I was thinking upholstery pliers too.

      Being so shiny (stainless, or chrome plated?) and that they are engraved with your grandfather's name, I'd wonder if they were originally some sort of commemorative/anniversary presentation gift to him? Do you know what he did for his career in 1979, and/or whether it had any particular connection to tools somehow?

      What are the other markings -- there's something else in your pic1 anyway on the 'pliers' part, also something on the round part??

      The round part is marked usm but he was not in the military or marines I don’t quite know what he was doing in 1979 I know he was a chemical engineer and worked at a tape factory.

      Often called a lasting pliers, for stretching the leather upper onto a wooden form before attaching the sole. The protrusion acts as a fulcrum and is also used for hammering in tacks to secure the upper in place. I posted several of these tools and other shoe tools in the past.

      Found out today that he worked at a shoe factory for a long time and this was probably a gift from the company. Thank you all for the help!
