      I remember this type machine being in grocery stores and five and ten cent stores when I was a kid. If you needed stamps at night or on the weekend you could get them at the store when the post office was closed.

      The fact that your machine vends 4 cent stamps would date it 1958 of after. Letter rates went to 4 cents in 58. The four cent rate stayed in effect until 1963. That should give you a close time frame for dating your machine.
