    Turning the handle in a clockwise direction pushes the cone out opening the valve. Reversing seals the valve. I ttested this by blowing in the inlet. My guess is that it bubbles the liquid out instead of a strong stream.

      You need to test it with an actual keg of spirits to verify operation. I'll be glad to assist. Nice item.

      THANKS for the extra picture/info -- I was kinda figuring it had to operate in that way. For what purpose/reason I have no earthly idea, but it looks "pretty" enough to have been intended to be seen. It'd be an interesting experiment to hook it to something (side of a plastic bucket...garden hose... ???) just to see exactly what it does to fluid flowing thru it and out over that cone -- I'd guess anything with much pressure behind it (plumbing pipe, beer keg, etc.) would spray a huge mess all over everything nearby, but if it was on something more like a coffee urn (with only gravity pressure) it might indeed make a nice 'aerated' stream like you guess. VERY COOL ITEM (and a fun puzzle) any way abouts it!! :-) :-) :-)

      I will proceed with additional testing. I looked at a bunch of images of Faucets and Spigots made by this company. I found several similar with the exception of the cone. I looked through faucets, spigots and taps from other manufacturers and saw nothing that had an outlet similar to this. I will attempt to get images of to show the water flow at the outlet.
