Have same thing but with not so ornate handle my mom brought over from Germany - it is nickel-plated brass, probably 1940's-1950's

More than likely for tea.
My mother had one, before the days of tea bags, for making an individual cup of tea from loose leaves.
Being a tea drinker, I have to agree with sklo42.

I would say this is more like 1900s/30s maybe older , because of the handle to bowl join , most of the ones ive seen work with a spring hindged from the top, you dont see too many around here opening from the side .. definatly plated , one of my customers still uses hers ;-)
